Mount server 2016 iso

Open command prompt with administrator

Run command

DISM.EXE /Online /Add-Package /PackagePath:"D:\sources\sxs\Microsoft-Windows-NetFx3-OnDemand-Package.cab"

 The D in the path would be whatever your mapped location is
